Job Overview

The Radio Operator will be responsible for managing communication systems, including WhatsApp movement groups and radio networks (VHF and HF), in line with MSF security guidelines. The role ensures secure, efficient, and confidential communication to support operational and security activities within the project area.

Key Responsibilities

• Ensure that all extraordinary or unscheduled movements follow the approved validation procedures.
• Install, configure, and program radio frequencies when required.
• Accurately transmit, receive, and document communication messages in the radio logbook.
• Provide support and guidance to staff using communication equipment such as VHF, HF radios, and WhatsApp communication platforms.
• Conduct basic radio communication training for staff members when necessary.
• Perform additional duties assigned by the supervisor.
• Maintain communication schedules with project locations and headquarters while relaying security-related information to relevant coordinators.
• Monitor radio signal quality and ensure communication systems function effectively.
• Keep communication equipment, radio rooms, and associated facilities clean and well-maintained.
• Monitor and maintain batteries used for HF and VHF communication systems.
• Respond to communication requests from approved partner organizations and relay information through established channels.
• Track and record the movement of personnel, vehicles, aircraft, and cargo, including departures, arrivals, routes, passenger numbers, and checkpoints.
• Inform management of any delays or irregularities during movements.
• Monitor MSF vehicle movements using approved tracking systems while adhering to organizational security procedures.

Additional Responsibilities

• Ensure all travel to high-risk or restricted areas receives proper authorization from the Project Coordinator or Logistics Manager.
• Maintain effective communication between drivers, vehicles, and project teams.
• Use approved communication codes when transmitting confidential information.
• Coordinate movement arrangements with the Human Resources team, particularly for airport transfers and official travel.
• Provide timely information to the Security Focal Point or supervisor during incidents or emergencies.
• Track all vehicle movements within Anambra State and during airport-related operations.
• Monitor vehicle activities using the organization's approved movement tracking procedures.
• Manage and update the allocation register for VHF radio handsets and monitor equipment loans.
• Provide regular updates on vehicle locations and movement status to management.
• Support adherence to weekly movement plans and optimize transportation activities.
• Conduct routine communication tests at the beginning of each shift to verify signal quality.
• Report communication disruptions, signal weaknesses, or technical issues for prompt resolution.
• Prioritize communications involving medical emergencies and patient referrals.
• Maintain an up-to-date inventory of communication equipment and related tools.
• Ensure movement restrictions are observed during curfews, public demonstrations, or other security-sensitive situations.

Requirements

Educational Qualification

• National Diploma (ND), Higher National Diploma (HND), Bachelor's Degree, or equivalent qualification in Information and Communication Technology, Computer Science, or a related discipline.
• Relevant MSF technical training certifications will be considered an advantage.

Experience

• At least two (2) years of practical experience working as a Radio Operator.
• Previous experience with MSF or other non-governmental organizations (NGOs) in humanitarian or development settings will be an added advantage.

Language Requirement

• Strong proficiency in English language communication is required.
