Purpose of the Role

Working under the guidance of the Chief Field Office, the Emergency Officer will provide technical and professional support in emergency preparedness and response initiatives. The role involves supporting planning, implementation, and monitoring of emergency interventions that protect the survival and well-being of children, mothers, and affected populations.


Key Responsibilities

Emergency Preparedness

  • Support analysis and identification of emergency-prone areas and risks.

  • Contribute to the development of contingency plans and ensure compliance across sectors.

  • Gather and analyze data to inform planning and decision-making during emergencies.

  • Facilitate capacity-building activities and support staff training in emergency preparedness.

  • Maintain effective information flow and communication on emergency planning.

Emergency Response

  • Support initial response activities when emergencies occur.

  • Gather verified information in coordination with government, UN partners, and other stakeholders.

  • Assist in setting priorities for effective emergency interventions in line with UNICEF’s Core Commitments for Children.

  • Help coordinate rapid assessments and maintain contact with affected communities and partners.

  • Follow up on the delivery of supplies, monitor use of resources, and identify operational challenges.

  • Assist in staff safety coordination, reporting, and deployments during emergency response.

  • Support monitoring of emergency situations and assess implications for children and communities.

Emergency Project Implementation

  • Contribute to the implementation of emergency project workplans.

  • Undertake field visits to monitor progress and assess local conditions.

  • Support donor mobilization, funding appeals, and related documentation.

  • Ensure emergency strategies are integrated into country programme workplans.

  • Assist in preparing inputs for planning documents such as situation analyses, annual workplans, and sectoral reports.

  • Advocate for children’s needs through local or international media where appropriate.

  • Support humanitarian access efforts, stakeholder coordination, and operational presence in hard-to-reach areas.

  • Document and promote lessons learned and best practices for long-term emergency programming.


Qualifications & Experience

  • Education: A university degree in Social Sciences, Public Administration, International Relations, Law, Public Health, Nutrition, Business Administration, or a related field.

  • Experience: Minimum of 1 year of relevant experience in programme planning, implementation, monitoring, evaluation, or administration at the national or international level.

  • Field experience and training in emergency response management is an asset.

  • Experience working in developing countries will be an added advantage.
