Committee Clerk (PAP) at African Union

The Pan-African Parliament (PAP) is the voice of Africa’s people. Established to give every citizen a seat at the continental table, we drive legislation, oversight, and unity across 55 nations. From holding the African Union accountable to championing climate justice, women’s rights, and youth empowerment, PAP turns continental dreams into binding reality.

We are searching for an outstanding Committee Clerk (GSA6) to become the strategic backbone of one of our ten powerful Permanent Committees. If you live for precision, diplomacy, and seeing policy transform lives, this is your front-row seat to shaping Africa’s future.

What Your Days Will Look Like

  • Be the mastermind behind every committee session: plan agendas, draft work programmes, and coordinate with Bureau members and Chairs.
  • Turn complex debates into clear outcomes: research, write briefing notes, draft reports, resolutions, and recommendations that go straight to plenary.
  • Keep 240+ parliamentarians informed: prepare speaking notes, talking points, and evidence-based position papers on everything from peace and security to trade and health.
  • Manage knowledge like a fortress: maintain flawless digital and physical records of committee documents, decisions, and follow-up actions.
  • Coordinate high-stakes missions: organize fact-finding trips, public hearings, and joint sessions with regional parliaments (ECOWAS, EAC, SADC, etc.).
  • Liaise across continents: work daily with AU organs, RECs, UN agencies, CSOs, and diplomats to bring external expertise into committee work.
  • Ensure every franc is accounted for: prepare and monitor committee budgets and expenditures in line with AU financial rules.

Your work will directly influence legislation that affects more than 1.4 billion Africans.

Who We Need on the Team

  • Bachelor’s degree in Law, Political Science, International Relations, Public Administration, or related field (Master’s is a strong advantage).
  • Minimum 5 years of progressive experience supporting parliamentary committees, legislative bodies, or international organizations.
  • Proven mastery of drafting high-quality reports and minutes in English; working knowledge of French, Portuguese, or Arabic is a game-changer.
  • Advanced Microsoft Office + familiarity with parliamentary procedure and document management systems.
  • Ability to thrive under diplomatic pressure while maintaining absolute neutrality and confidentiality.
  • Willingness to relocate to Midrand, Johannesburg, South Africa, and travel across the continent when required.

What You Receive

  • Competitive tax-free salary at GSA6 level (approx. USD $42,000–$50,000 annually depending on experience and dependents)
  • Comprehensive benefits: full medical coverage for you and family, pension, education allowance for children, installation grant, annual home leave, and diplomatic privileges
